{"id":6230,"date":"2016-11-24T15:12:10","date_gmt":"2016-11-24T15:12:10","guid":{"rendered":"https:\/\/www.zaun.co.uk\/?post_type=blog&#038;p=6230"},"modified":"2022-01-07T09:16:46","modified_gmt":"2022-01-07T09:16:46","slug":"asset-protection-fencing","status":"publish","type":"blog","link":"https:\/\/www.zaun.co.uk\/blog\/asset-protection-fencing\/","title":{"rendered":"Nuclear resurgence demands secure asset protection"},"content":{"rendered":"<p><em><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-26555 alignleft\" src=\"https:\/\/www.zaun.co.uk\/media\/2016\/11\/HiSec-Super-6-034-1-300x225.jpg\" alt=\"HiSec Super 6 358 Mesh asset protection fencing\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.zaun.co.uk\/media\/2016\/11\/HiSec-Super-6-034-1-300x225.jpg 300w, https:\/\/www.zaun.co.uk\/media\/2016\/11\/HiSec-Super-6-034-1-1024x768.jpg 1024w, https:\/\/www.zaun.co.uk\/media\/2016\/11\/HiSec-Super-6-034-1-640x480.jpg 640w, https:\/\/www.zaun.co.uk\/media\/2016\/11\/HiSec-Super-6-034-1.jpg 1200w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Confirmation of \u00a36bn of Chinese investment in Hinkley Point C looks certain finally to trigger Britain\u2019s first new nuclear plant in a generation \u2013 and with it the need for intelligent integrated security systems, says Chris Plimley.<\/em><\/p>\n<p>The ultimate investment decision from EDF Energy on the long-delayed Hinkley Point C power plant in Somerset.\u00a0 That is expected by the end of the year.<\/p>\n<p>While EDF is confirming nothing, saying the decision will be based on solely EDF and Chinese investment, it is expected now to be purely a rubber-stamping exercise after Chinese president Xi Jinping announced the \u00a36bn investment by China General <a href=\"https:\/\/www.zaun.co.uk\/nuclear-summit-fencing\/\" title=\"Zaun nuclear summit effort earns high Dutch police praise\">Nuclear<\/a> (GCN) on his recent state visit to the UK.<\/p>\n<p>Under a strategic investment agreement, GCN \u2013 which will <a href=\"https:\/\/www.zaun.co.uk\/casestudies\/securing-britains-electricity\/\" title=\"Securing Britains electricity supply\">supply<\/a> the money through its new company General Nuclear International \u2013 will own one third (33.5%). At the same time, EDF will retain at least a half share and offer other investors stakes in the \u00a318bn project.<\/p>\n<p>The agreement marks the \u2018end of the beginning\u2019 to a story that goes back a full 10 years to when then-Prime <a href=\"https:\/\/www.zaun.co.uk\/minister-pays-tribute-to-zauns-olympic-legacy\/\" title=\"Minister pays tribute to Zaun&#8217;s Olympic legacy\">Minister<\/a> Tony Blair announced a review into UK energy policy.<\/p>\n<p>On the conclusion of the review in May 2006, Blair said that the <a title=\"Replacing your existing security system without compromising on protection\" href=\"https:\/\/www.zaun.co.uk\/blog\/replacing-existing-security\/\">replacement of Britain&#8217;s existing<\/a> nuclear plants was \u2018back on the agenda with a vengeance and that failing to take action would be a \u2018dereliction of duty.<\/p>\n<p>It may yet be another 10 years before we see any energy from Hinkley.\u00a0 EDF group chief executive Jean-Bernard Levy said as recently as September that the 2023 first power date could no longer be met, adding a new date will be given when the <a data-wpil=\"url\" href=\"https:\/\/www.zaun.co.uk\/manufacturing-facility\/\" title=\"Local company invests \u00a35m in new manufacturing facility\">company takes its final investment<\/a> decision.<\/p>\n<p>And presuming that\u2019s a \u2018yes, the Hinkley Point C plant will become the first new nuclear <a href=\"https:\/\/www.zaun.co.uk\/power-station-fencing\/\" title=\"Power station pumps up the security\">power station<\/a> built in the UK in almost 20 years and will comprise two reactors, providing about 7% of the UK&#8217;s electricity demand.<\/p>\n<p>Beyond Hinkley, EDF and GCN have also agreed on the heads of a wider UK partnership to develop new nuclear power plants at Sizewell C in Suffolk and Bradwell B in <a href=\"https:\/\/www.zaun.co.uk\/public-tennis-court-fencing\/\" title=\"Essex council serves up tennis drive\">Essex<\/a>.<\/p>\n<p>With hindsight, things were heading this way from early 2013 when Centrica pulled out of investing in Britain\u2019s next-generation <a class=\"wpil_keyword_link \" href=\"https:\/\/www.zaun.co.uk\/casestudies\/world-leaders-secured-in-the-hague\/\"  title=\"nuclear\" data-wpil-keyword-link=\"linked\">nuclear<\/a> plants.<\/p>\n<p>By October 2013, Britain had signed a new memorandum of understanding on nuclear cooperation with China and confirmed that Chinese companies could eventually become majority stakeholders in new UK nuclear plants.<\/p>\n<p>And this September, the UK government announced up to \u00a32 billion in support for the Hinkley Point C reactors.<\/p>\n<p>Admittedly, the cost of plans for Hinkley came under <a href=\"https:\/\/www.zaun.co.uk\/blog\/cobham-services-fire\/\" title=\"Cobham Services under fire\">fire<\/a> from among others HSBC and Conservative peer Lord Howell of Guildford.<\/p>\n<p>UK public support for using nuclear-generated electricity has fallen to a low point of 34%, with those opposed up to 24% in the latest quarterly <a class=\"wpil_keyword_link \" href=\"https:\/\/www.zaun.co.uk\/about-us\/fencing-survey\/\"  title=\"survey\" data-wpil-keyword-link=\"linked\">survey<\/a> from the Department of Energy &amp; Climate Change.<\/p>\n<p>But Turkey, China and France continue to press ahead with new generating plants \u2013 and Japan restarted its first nuclear reactor since the 2011 Fukushima disaster sparked by a tsunami and earthquake.<\/p>\n<p>Inevitably the pros and cons of nuclear power and its sustainability will rage on and on.\u00a0 So too will the arguments on the sense of accepting Chinese money to <a title=\"Securing a better future for Tory party\" href=\"https:\/\/www.zaun.co.uk\/blog\/tory-party-conference-fencing\/\">secure Britain\u2019s nuclear future<\/a>, from both human rights and national security perspectives.<\/p>\n<p>But what is not in doubt is that nuclear <a title=\"Installing security gate may need consultation and education\" href=\"https:\/\/www.zaun.co.uk\/blog\/installing-security-gate\/\">installations need<\/a> 24\/7 protection and strictly controlled access.\u00a0 Both of which demand top-level <a title=\"Why physical security is just as important as cyber security\" href=\"https:\/\/www.zaun.co.uk\/blog\/physical-security-vs-cyber-security\/\">physical security<\/a>, increasingly integrated with electronic and human measures.<\/p>\n<p>The new-build nuclear market is not alone in demanding more joined-up physical security technology, with the integration of security fencing and lighting, access control, <a href=\"\/products\/perimeter-intrusion-detection-system\/\">PIDs<\/a> and intruder alarms, CCTV and video analytics, and guard patrols and security control rooms now commonplace.<\/p>\n<p><a data-wpil=\"url\" data-wpil=\"url\" data-wpil=\"url\" data-wpil=\"url\" data-wpil=\"url\" data-wpil=\"url\" href=\"https:\/\/www.zaun.co.uk\/\">Zaun\u2019s<\/a> nuclear pedigree includes work securing the Sellafield nuclear plant in Cumbria, temporary fencing with a cranked top at the Faslane nuclear submarine base in Scotland.
